Organization Statement

The Pacific Northwest National Laboratory seeks an individual to provide technical and policy analysis support for the National Nuclear Security Administration, the State Department, and the Defense Threat Reduction Agency. This position requires the individual to have working knowledge and experience related to biosecurity policy, international biological and chemical security engagement and capacity building, nonproliferation policy and analysis, and other international security issues, as well as strong program management skills. Overseas work experience, particularly in the Middle East, South and/or Southeast Asia is preferred. The successful candidate will be working with the Global Security Technology and Policy group (GSTP).

This is a full-time salaried, exempt position as a member of the GSTP group located in Seattle, Washington, DC or Richland, Washington, depending on business need. The candidate will provide expertise and leadership to a variety of projects within the overall program scope of approximately $30M annually, contributing to and leading a range of activities with an annual budget of $1M-$5M.

Job Description

This position reports directly to the Technical Team Leader with responsibilities assigned by project/program or subsector managers. Overall responsibilities will be determined based on candidate skills and experience, as well as available programmatic activities. The candidate will provide technical expertise and program management leadership on various projects, including project planning, execution, and reporting. The selected individual will be immediately involved in PNNL’s considerable activities in international chemical and biological security, export control, nonproliferation capacity building and other programs as needed. Responsibilities will also include management of projects in areas of nonproliferation policy analysis. In this capacity, the candidate will utilize his or her own technical knowledge, supplemented by management and staff from PNNL, as well as other vendors or contractors, to prepare technical reports and presentations, develop and conduct training activities, provide technical support for strategic planning and business development activities, and support technical and policy analysis activities focusing on the aforementioned topics.

Minimum Qualifications

Bachelor's degree plus 7 years of experience or advanced degree plus 4 years of experience.

Independent contributor. Fully functioning, fully knowledgeable of theory, principles and practices. Broad based generalist or an in-depth specialist.

This position requires the ability to obtain a federal security clearance in a timely manner. Which requires:

* U.S. Citizenship

* Background Investigation: Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B.

* Drug Testing: All Security Clearance (L or Q) positions will be considered by the Department of Energy to be Testing Designated Positions which means that they are subject to applicant, random, and for cause drug testing. In addition, applicants must be able to demonstrate non-use of illegal drugs, including marijuana, for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
